gray area id say if yur connecting it up to the bathroom light fitting it is

hmmm, if the bathroom has downlights, then the connections are outside the bathroom. as you say, a bit of a grey area.
 
I'd say not notifiable. If taken from the bathroom lights, it's not an electrical installation in the bathroom (it's taking a feed from it). So even then not notifiable
 
The difference between the fan and a downlight is that the DL is located within the bathroom. The fan could be a 2m away, all thats in the bathroom is a bit of plastic fixed to the ceiling.
