HSE Electricity At Work Regulations

Hi there, i hope someone can help me out. I have found someone selling a copy of HSE Electricity at Work Principles- safe working practices and HSE Guidance Notes on EWAR. How old can these be before they are out of date and therefore not worth getting.

They were issued 1989 and ain't changed as far as I know so any book relating to them should be relevant.

The regulations are the same but a 2nd edition of the memorandum has been printed with slight alterations.
