A thought just occurred to me.
The report was commissioned in 2009, ie before the last general election. It has now been delayed until after the next.
I wonder if Mr Cameron has a greater degree of involvement than he would like us to know about.

Both millipede and Cameron have stated today it should be issued immediately, so why would they say this.
from watching the BBC news just now, they were saying that the hold up is due to people who are being criticised not responding - so if they haven't responded since receiving their letters last summer, the report should be released.
