can anyone help i am tring to find out if logbooks are mandatory in HV & LV switchrooms
Switching schedules are required as are Permits to work / test / oil changes etc in fact any work undertaken is required to be documented, as are Mimic diagrams, changes in AP duties, dangerous occurrences, key issuing etc, as an ex HV AP PSA D o E LAPSED.
 
There is nothing to say that logbooks are mandatory. It is down to the system operator to put safe methods of work in place, which may or may not include logbooks.

Well neither of the two 66kV substations I was working in today had logbooks.

DNO I worked for had log books in secondary's and permit books in primarys.All switching schedules were duplicated & written by hand by the issuing engineer into the permit book and had to be read back to him to show understanding. All visits were logged irrespective of reason for site visit :date /reason for visit/permit/LOA Number, Print name and signature ,some of the old secondarys that weren't visited more than the once a year inspection had logbooks entries going back to the 30s. Books were never removed from site. Private sites probably have a Different protocol .

ALL HV distribution systems be they Rings or radial require detailed documentation as per HSE equirements not so sure about LV distribution, I do know having been an AP for both HV and LV operating logs and programs are required signed by both the AP / AE and the operative doing work on the system. two copies one for the operative and one for the system log.

Probably under lock and key, accessed and under the control of the system APs for obvious reasons.
 
The OP asked if logbooks are mandatory, they are not.
They are common in some places and are often recommended or advised, but they are not mandatory.
Log books may not be Mandatory, but record keeping of ALL SWITCHING OPPERATIONS, MAINT WORKS ARE and should be recorded in a system log, if that's not a log book I don't know what is, or so my numerous course notes are telling me.

So OP, depends on what the Authorising Engineer stipulates regarding record keeping, hope this answers you initial question.

HSE require records which should be checked by them from time to time to avoid fictitious entries, so clear and concise records are a requisite. I fell foul of the HSE on one occasion, not a very nice experience, criminal proceedings where talked about, but not acted upon. but that,s another story, for another day.

The same can be said for LV distribution systems, to be honest I found the LV / AP DUTIES more taxing than HV, mainly due to the inclusion of UPs \ Stand by Gen set installations used in LV dist systems much more to think about.

So maybe not "LOG BOOKS" but operating logs are required. Also included should be the whereabouts of the operating keys, permit to work books etc. And in the open ring system system the sub where the open switch is located. the exams for APs is retaken every 3 years, or it was during my time, fail the exam and you automatically loose your AP ticket, which could be a financial penalty.
