I own a 1991 Toyota Celica gt4 about a year ago I tried to start the car it grudgingly turned over a couple of times then died, changed the battery and still wouldn’t start, eventually traced the fault to the 150amp mega fuse that is between battery and fuse box, exactly the same issue with same out come today, any idea why the fuse blows, many thanks.

Sounds like the starter motor is drawing too much current.

I would have the starter motor tested.

Or of course your engine is semi seized.
 
Connect a volt meter between the casing of the starter motor and the battery negative terminal. Check for any voltage while the starter is engaged.
Any poor connection in this path could leave the starter motor with several volts,but stalled. In this condition it may draw more current than when working properly.
