strange one, but have tested out a circuit, high bay light, all works R1+R2 fine, Zs fine, however i'm getting a dead short line to cpc???

is the light in circuit ? if so could be the ballast or emc filter linking to the cpc

or another thought, is a 3 phase board with the neutral test link closed a capacitor in circuit l-n will show as l-cpc fault as well

cant gain access to them, thats why i was doing just l-cpc.

yes it is a 3p board.

Test between the lives + neutral joined - cpc, with the circuit L and N disconnected
