You have a fault on the neutral conductor.
This could be anywhere between the utility transformer and your distribution panel.

Without the right test equipment, it will be difficult to locate.
Visually it may look like it has been overheating, discoloured, melted etc.

It is a dangerous fault that will certainly damage equipment that is plugged in to the 110v outlets.
Overheating or even fire could start at the location of the faulty connection.

Please get an electrician to look at this as a matter of urgency.

I have some experience with plugs lights breakers but limited to pretty much “put in these receptacles “, “install this ceiling fan “

If I start a saw in one room (15amp circular saw) the lights in that same room brighten but throughout the entire house the power dims.
