If you are going to change it, at least do it properly and not mount it on the old back of the Wylex rewireable board!

This is a 17th Edition CU as well, looks like its been dragged through a skip.

I've said this a few times on various threads on here - just because something doesn't follow convention or the norm it doesn't automatically make it dodgy and dangerous. We're not to know what the original installers thoughts and reasons were, and there's a few very good possibilities have appeared so far!
 
Going by the photo, it looks as if the CU is mounted in an external cupboard or attached garage, so aesthetics isn't going to be a priority. In which case i can't see any problem with the install as is!!

Got to agree with both comments, without knowing the original installers reason for doing it is difficult to understand why some are so quick to condemn it they have obviously never been there and had to do it. To me it looks like a cost and time effective solution to a problem
