Not at all, I'm sure those 2 GD pen pushers will easily replace the stirling work done by tens of thousands of insulation installers who're about to be laid off, and the thousands of pv installers who're now on the dole, or on short time working, and the thousands of solar water heating installers who had to jack that in and move over to PV while waiting for RHI.

Also did it not say in the bible that the pen pusher is mightier than the installer? What more proof could anyone want that Green Deal will save us all?
