Would like to inspect & test domestic property, & issue Certification accordingly.

1. Do I have to join one of these schemes?

2. What are the economic considerations, i.e. in the long run is it in my interest to be in one of the schemes?

3. If so, which one would be best for me (I am currently a one man band, qualified via apprenticeship, & 2395 etc).

Unless the property owner/ agent / Insurance co specify a scheme, in which case it will probably be NICEIC
 
Would Building Control (BC) charges be different if I was in one of the schemes, in comparison to not being in one of the schemes? I have read that BC can be a factor.

What about the charges from "Local Authority Building Control (LABC)", are my gross outgoings likely to differ, in relation to LABC, if I am in a scheme, as opposed to if I am not in a scheme.

It is all about costs at the end of the day, & if I am not in a scheme, but this ultimately ends up with the client paying more, then in the long run I would rather do that which is more cost effective for the client.

With reference to Stroma, their website states the following (in relation to costs):
"Joining a Competent Person Scheme (CPS) allows you to self-certify your installations as meeting the Building Regulations. For installations carried out by a non-registered person, a building notice or full plans application must be submitted, incurring additional Building Control or Approved Inspector fees for inspection and approval.

2. Therefore what about costs coming from Building Control, if not in a competent persons scheme? Would I be right to state that the costs associated with building control, are saved, & hence one of the schemes can be cost effective due to this.
 
You are asking about doing EICR's and you do not need to be a scheme member - if your intention is to pick up remedial work and if you are in England or Wales you will need to consider joining a scheme to be able to self certify.

Round my way 2 x LABC costs for CU changes is nearly the same as my Elecsa membership per year.
