A small list of some of the other faults given,

1, Cabling through wall requires mechanical protection (This is actually part of the fire system) - Code 2

2, Neutral cover missing from within panel - Code 2

3, DB is very difficult to access (It is easy to access, but you need a step ladder) - Code 2

4, DSO unswitched, no local isolation - Code 1

5, Screw missing from neutral bar cover - Code 2

6, Unfixed connections in light switch (There is a connector block in the light switch with neutrals in it) - Code 2

7, No cross bonding to sinks - Code 2

8, Incorrectly sized cable clips used for flex - Code 2

9, Fuses rewirable, should be replaced - Code 2

10, Redundant cable in trunking, should be removed - Code 2

11, Floating connector blocks in DB - Code 2

Have your company parted with their money,if so.put it down to experience and remember to verify that the person(not the company)are competent to do this work
The person doing the report is either very mis informed/incompetent or they require the remedial work
You have no redress against these people because the report can mean a lot of different things to different people and in the end is only an opinion by that person on your installation

Given some of the deviations(they may very well not be) and the codings that accompany these deviations
you may be better requesting the PIR be done by a proved competent person
Remember there is nothing stopping anybody doing this work if they think they are competent even if they fall far short of the standard that should be expected
The report you describe bares little relation to electrical safety in my opinion
Suckered is another term that could be used
