Hi
I own a rented property which has just had it's pir. The electrician has said that it's recommended an RCD be installed. Since I'm semi qualified to 2330 lv3, I'm thinking of doing the work myself. If I was to replace a consumer unit, it would be classed as new installation which would require an Electical installation certificate right? The issue I have is am not fully qualified so I can't certifiy?

However I was told if I did the work then told someone to do a pir on the installation and it passed the pir then it would prove the installation is safe. All will be fine.

If you're gonna pay someone to do a whole new PIR you might as well get them to change the DB and test, the only difference in cost will be the materials and a couple of hours to fit the new board, and it will be done correctly. A consumer unit change requires an electrical installation certificate and notification to the LABC. (usually via NICEIC, ELECSA or NAPPIT
 
As already said, whether you do the board change yourself or not, it will require notifying to LBC. It is not enough to simply carry out the work, then get an EICR.
Even when "fully qualified" you will not be able to notify unless you are part P registered or, as already said, notify LBC in advance and pay the fee for them to come out and pre-inspect and then later sign off.
Also, the testing will require some expensive test gear. Do you have this?
