so test from the L or N terminal to the BC base on each lamp ( with the lamp out ). see if you get a reading.

the reading is through the lamp to earth ( some people call lamps bulbs ) ie with all the lamps in and testing between L and cpc at the fitting
 
...If i have read and calculated correctly,those figures put the initial test,with no lamps,at 30 meg ohms,so hardly a stella score to start with.Although,perfectly acceptable. Can the OP give any details of construction,age and design of fitting?

Is is new fitting with all the lampholders wired seperatly back to the centre rose in 3 core flex. My question is why is there reading from live to earth through a new 52 w halogen type lamp. Am I not making myself clear or does nobody on here know the answer if that is the case I will endeavour to explore other avenues instead. Thankyou

What are the Earthing arrangements and was the Neutral still connected at the CU?
 
It sounds like the insulation in the lamp caps is poor, between the contact pips and the metal cap itself. This is not uncommon, I have had lamp caps read lower than the whole of the rest of the installation combined. If the lamps have been on, and hence warm, for a while, it probably isn't going to get any higher. But it doesn't sound like it's a problem, except that you have to take the lamps out to get a realistic test result on the wiring.
