both. as durham says. MCB off, test across MCB load side and earth bar. that's L/E. N/E with cables in neutral bar will read all circuits commom th that neutral bar, so switch off all MCBs before testing. in fact, i would perform IR tests with the main isolator OFF.

if you clip onto the neutral bar does doing this send a voltage down all circuits, if it does then to test individual circuits i will need to take the wires out, is that right?

lol...!! i do however attempt to place my meter whilst on continuity to live circuits and pop fuse often!
