Forget about the RCD anyway. First up you need to determine if you have installed a low voltage light 230v or an Extra low voltage light 12v. Do you really have an earth connection or not.
Secondly with insulation resistance results like you claim to have i would definately be looking further into the circuit with regards to its condition and suitability to be adding a light and fan onto it in the first place.

it has a 12v transformer which does not have a seperate earth to connect to the lighting circuit
 
you only IR test to the primary side of the transformer, or, as transformers for this situation are generally class2, to wherever the cpc of the circuit is terminated. ( for details of termination, ask arnold )
 
i have done ir tests at the consumer unut with power off, all lamps removed and all switches on/closed. i did not remove the earth or neutral for the connection bars in the consumer unit when i done tests.
 
So it isn't a low voltage light then. Seriously mate you really need to stop NOW before you end up hurting either yourself or somebody else!
Get somebody qualified to get this sorted. You are working within a special location which requires correct protective measures. You have nothing correct not even a healthy circuit to connect to so stop the nonsense and do the decent thing.....CALL A QUALIFIED ELECTRICIAN!!

Are the values in the OP ohms on continuity?
