Hi,
There is only 1 current transformer and there appeares to be a single voltage fuse. This looks like a high current single phase, but use a voltmeter to be sure.
 
Been back today to do some work not related to this cutout but had a look as I was there. It is single phase 230v. Its feeding a distribution board for a swimming pool which has a 16kw single phase heater on it.

How common are these high current single phase set ups?

The cable is way undersized. If the voltage drop is detrimental to the installation I would make a mention of it as volt drop generally is not...
