That looks incredible dodgy to me!
The service head feeds both meters the one on the left looks like it is no longer connected to a cu, probably a E7 or similar. The one on the right is connected to the cu above.
No problem with any of that
However, the incoming line to the lh meter (i.e. from the head) is also connected to the outgoing from the meter on the rhs, so the meter is likely not metering correctly!
Big underpayments look to have been made!

Looks like a ct to me.What is coming from neutral of lh meter to some device that clamps live tail from rh meter?
Yes. I was just interested in the setup leading to the consumer unit - which I wasn’t planning to touchSorry in case I'm missing some important point.... but, there's clearly an RCD protected board, even with spare ways available if you wanted a dedicated circuit.... so why are you asking about meters and time clocks??

Thanks, that’s really helpfulThe device on the left is a radio teleswitch, not a meter. The meter on the right is a dual tariff meter for peak and off peak metering. The teleswitch is operated by a daily radio broadcast signal, switching on its internal contactor to liven up the off peak fuse box (which appears to have been removed).
The clamp on the live from the meter is probably just for a power usage monitoring device.
