I’m probably being really stupid here but what is going on here .

That looks like a very old fuse head! Might be worth getting the customer to get the DNO to look at it at some point - at least so they know what fuse is in it for future EICRs, if nothing else!
 
Further to my #5 post: To help with this puzzle - and I hope amuse too - I have attached a diagram of the inputs and outputs of the teleswitch used in the picture posted by the OP.

Is the wiring presented by the OP in the picture 'dodgy' (illegal) or not(legal)?

I have decided already - what do you reckon? :)

If it's like that and connected correctly then I would say no, however I can't tell from the original photo, it looks to me like the line from the head goes into the same contact as the line linking to the henley feeding the CU from the meter, if we had an upward photo making the connections clear that would qualify it one way or another, my first thoughts are as above and hence my reply, but if the connections are separate then ok, but as said in my initial response, need clearer photo to be sure
