for three phase

isolate cb supplying s/p board
Check meter, test DB is not live
disconnect neutral
test between lines neutral and earth
test between lines and neural A repeat of above?
test between lines
reconnect neutral

for single phase

isolate rcd main isolator
Check meter, test DB is not live
link line busbar to neutral busbar
test between line and earth
ensuring strappers are brought into test
disconnect link
isolate dimmer circuit
test between line and neural

I have made a comment on your OP in red.
One question: Why disconnect anything? testing should not interfere with the integrity of the installation. (IMHO) My (1999) 2391 did not involve disconnecting within the DB, only installing a link on a spare way for R1+R2 etc.
