Not sure why people are making such a meal of this finding whether this is an open ring final or two radials is a straightforward task.
 
The fact it is on a 32A breaker suggests that it was originally a ring.
The cable sizes are not suitable for radial circuits fed from a 32A breaker.

There’s no meal to be made of it.
It is not right and in an ideal world would be put right.

How is it straightforward? It can only be determined by a complete and accurate mapping of what you have. Even then, it can be complicated if the (presumably) original RFC had the odd spur off of it.

It's not straightforward when guessing thru the lens of a forum.some simple disconnections of circuit would identify problem..but only an on site electrician can do that.the op must follow the electricians advice as only they have seen the job as appose to us keyboard warriors
 
Highly unlikely with reference method on a new build.only takes a bit of glass wool to overheat cable.try it your self don't go by what the book says.if you have cover a partial part of your 2.5mm Immersion circuit in a mass of glass wool and feel the difference either side when it's only pulling 12A.
