All spurs / sockets located under kitchen worktops ( closer to floor level) must have switches located above worktop ?
 
Just summat i was told ....but was unsure whether it was true ?????????/.....

Is there any basic regs regarding location of sockets/spurs under kitchen units or any others regs ?

Not must, but it's usual if it's for appliances, FCU above the worktop to supply non switched socket underneath the worktop. That way the appliance doesn't have to be removed to isolate it.

There is nothing wrong with just fitting a switched socket underneath the worktop, but may (new build/extension) still need to meet Part M requirements for height (min 450mm to bottom of accessory).
 
The only reg concerning heights of sockets is 553.1.6, but as TQ as pointed out there are specifications for heights in Part M of the building regs.

As for locations again apart from the stipulations imposed in special locations in the regs, such as 701.512.3 and sockets 3m horizontally from the boundary of zone 1, there is no limit on locations
