TF and the wire

I have one of the above rated at 250amp and mounted on the door of a control panel, but its the actuator that I have a question about. It's supposed to be defeatable, so that normally the actuator prevents the door from opening unless the actuator is in the off position. But by using a tool, it should be able to be opened in the on position.

There is a tiny hole on the rotary part that is in line with a plunger on the inside, but I can't see how anything small enough to pass through the hole can exert enough pressure. A blue plastic key type thing came with it, but doesn't seem to fit anywhere.

Not sure if I have to open the hole out. Anyone used this type?
