i replaced a incandescent bulb with a energy saving lamp, but the lamp keeps flashing, i checked the voltage in the ceiling rose, but no voltage at all, how come the lamp keeps flashing?

i have to use the incandescent bulb again.

anyone has come cross this before?

Could be switch contact Bounce or sulfidation/Oxidation of the contacts.
Come across this problem alot with relay video switching. Think the reason the low energy bulb flickers but not the incandescent bulb is the way the two bulbs work. The incandescent bulb is basically a resistive wire which doesnt show up fast changing electrical switching (non linear currant slope) ie the currant is slow to respond to fast changes, (switch bounce or poor contact) so hence no flicker..
The incandescent is like a fliter.
