Considering the cost and difficulty (inconvenience of having to take time of work etc.) of getting someone in it doesn't seem an unreasonable first step to try to isolate and identify a failing device by substitution in the first instance. Is this another case of " I have a problem? I'll start changing everything in sight, rather than get someone into to do some testing and fault finding?"
Of course, it does little to identify a fault with the wiring (although it can often offer a suggestion) but then how often does the wiring fail compared to the device connected to it?
