So, I had a summerhouse outbuilding (brick) built 4 years ago. Electrician installed LED downlights in the building. there are 2 rooms in there. Everything was fine until 2 years ago when a really cold spell of weather caused the lights in one of the rooms to not turn on. The other room they turn on fine.

When it is cold, I noticed that the lights will flicker in that one room, then take 1 minute after flickering to come on fully. Or they wont flicker and not come on at all. When it is hot, a warm day, they turn on.

I am a bit stumped, does anyone know what could be going on, I have changed bulbs also and also a new light switch, but still the same.

Is it a standard light switch or dimmer.

HI no fusebox, but an isolation switch where i can turn off all electrics, the line is coming in from the house via armoured cable.
It is std light switch, not a dimmer, make and model of downlights i would need to look. What else is interesting is that if I have a fan heater on in the room and it warms up nicely, the lighsd will think about coming on (start flickering from not working at all)

What sort of lamps are they ?
It could be that they are supplied from one driver source ?

yes there are plug sockets for usual appliances also, if that is what you meant?
I will take a pic of the lamp, and also how do i find out if they are supplied from one driver source, let me know so i can do some searching around
 
We can assume the lights are powered off the sockets via a fused connection unit.

So are the lights flickering directly connected to whether its cold or not?

We can't just assume that until the Op verifies that there is one or maybe 2.

It would be an unusual scenario to have all the lights to not work properly with a temperature change.
