I'm lost xD

So it doesn't need wood , or a fire barrier but it could have them both to be a better job?

The driver is resting on the tile near the light is that also okay?
 
I'm guessing it's not as it's not been maintained very well at all with tiles missing and the like and the fire officer never mentioned it...

But I can always ask him to be sure
 
I think by wood he means cutting a piece the size of the tile to support the fitting which is circular and not the size of a tile. From the pics in #1 they look like fibre panels which aren't very supportive.

You can buy 600mm x 600mm pattresses of 6mm ply to fit lights on to. I would not think of trying to secure a light such as you have without a pattress as those tiles are no more than wafers so if someone gets a light on the head I would not be surprised it is shoddy work. I know you say they run out of pattresses but go and buy some would be my answer. Yes you need a pattress without a doubt.

it is not a 600 x 600 panel it is a round bulkhead type led lamp which is just reliant on the tile for support, bad practice in my opinion. Ensuring all fixings and fittings are secure are part of regs and the job.

i see that now i've seen the pics. originally (and by the title) OP said "LED PANELS". to me that's 600 x 600or 1200 x 600 panels.
