Live neutral??

Can anyone tel me why my neutral was testin 230v on ma test lamps when a tested to the earth bar but didnt trip the mcb. The lightin circuit worked and tested with passable readings. i tried various lamps n got same reading. I even touched it to see if it was live but no shock, dont understand it??

IP adressesare often issued dynamically by ISP's so banning by IPadresses will effectively ban other innocent people.
