My assessor has never had an issue with me removing a cover and having the board live. We are competant aren't we? We know where we can and cannot touch? The big no no is leaving an uncovered board live and walking away to do something else!
 
another case proving H&S gone mad in this day and age. back in the days of regional electricity boards, none of us even contemplated pulling the DNO fuse. tails out and into henleys working live. and as for testing, if it didn't go " bang" it was OK.
