just a quick one

if i did a insulation resistance test between L N (together) and earth would i still need to disconnect bulbs and voltage sensitive equipment???

no thats the whole idea, but u must write on the form u only did l&n and cpc

You would need to disconnect any surge protected equipment or you will get a low reading....typically 0.34 megohms.
