Low frequency humming noise in the apartment?

Hello we have issues with a noise in the apartment. Believe it to be caused by some kind of a device that the downstairs neighbour has on 24/7. It's a very low frequency humming, causes vibrations in the floor. What could it be causing it? The noise resembles a fan or a car engine. There is nothing wrong with the ventilation system in the apartment, we had it fixed earlier this year and downstairs neighbours had too, and this noise has been going on for over a year. I believe it's an electrical device of some kind

Have you asked the neighbours? They might think it is coming from you.

Can you turn the electric off one at a time in turn in each apartment to see if it stops.
