Could you not just ask a simple question of the commissioning guy

Given that you and your organisation may have some ability to understand a certain level of technical instruction.
Is it not beyond the realms of reasonableness to expect that they should at least find out why this claptrap they are spouting is so ridiculed by electricians

If he wants it in black and white,tell him that £ 62 at amazon is all it will cost him to confirm your action

Your emphasis is incorrect Doomed. At the point of entry to the building, inside or outside if the meter is external. So in this case within the cabinet is acceptable and preferable, because a future gas operative will not expect the bonding to be in the loft and therefore likely to mark his Gas Safety Report incorrectly as having no gas main bonding.

544.1.2 states "The main equipotential bonding connection to any gas, water or other service shall be made as near as practicable to the point of entry of that service into the premises. Where there is an insulating section or insert at that point, or there is a meter, the connection shall be made to the consumer's hard metal pipework and before any branch pipework. Where practicable the connection shall be made within 600 mm of the meter outlet union or at the point of entry to the building if the meter is external."
