working in a new build contract.have blocks of flats built in two,s obviously upper and lower.meter for upper flat is outside building at lower flat level. have been instructed by site agent to run upper flat supply from meter point through lower flat area and in to upper flat.have refused as i am not sure of safety aspect and regulations concerning this,my foreman is not too sure either i believe it would be safer to run supply outside building and add protection rather than running cable through the building inside.any help would be appreciated...

i doubt the building design has a great ugly submains running up the outside wall on full view for anyone that walks past

ask the builder to make a services void for pipes and cables up the first floor.

failing that i'd be tempted to drop in a piece of swa down the wall cavity from above into the meter box.
i expect much disapproving grumbling from the suggestion above.

Welcome to the world of project management!! lol!! Building/structure designs rarely cater adequately for the services it needs in order to function correctly (even the high end projects), they nearly always have missing rising ducts, and service voids etc!!

You are correct, in stating that a service cable for one dwelling should not be routed through another, unless through a common area service void. Just burying in a chase up the wall on a new build, is a complete No No, be it mechanically protected or not!!
