I am fully aware of A1, A2 and A3 ring circuits, but does this apply for all installations or just domestic?

If so what are the regulations on the other two.

I'm looking for the most efficient way to wire two floors of offices and a workshop next to it for an assignment.

Could well be a typo on your part Joel A1 and A2 are Radials, don't forget that some commercial socket applications require special requirements, 13amp sockets for IT equipment may require a different methodology with regards to wiring for earth leakage situations.

It's just a plan of a garage with offices to the side and I have to divide the installation into different circuits, showing the wiring systems you would use and then work out design current and a suitable protective device.

It's just the office is around 150m² and i was thinking it would be much easier if the rule didn't apply to workshops and offices
 
I don't think it really matters because you aren't asked to work out any volt drops. It's a very simple how much current would you expect this to draw, what's is a suitable breaker for that design current.
 
wire each floor of the offices with an RFC for each. then the garage separately.
