I would reckon that it would be 2 if the circuit is a ring or 1 if it is a radial. You are also permitted to run circuits in parallel provided that the load and cable lengths are equal so 2 for that scenario.
 
Why not 3 x 2.5mm at the mcb for a power ring circuit ? - two for a ring and the other is a spur from that point. No different to a spur from a socket outelt ( also containing 3 x 2.5mm ).
 
The reason I ask is went to a job last week and the householder had a feww worrying issues at the CU, they had 4 wires coming out of an MCB which was supplying 4 converted sockets which was previously Storage heaters, but the sockets were wired in 1.5mm. We informed the householder not to use the outlets
