I seem to come across 235 Volts a lot these days, maybe that's what they mean by compromise, being half way between 230 Volts and 240 Volts.

As for the European Union, a cesspit of corruption if you ask me.

Nope, the general supply in UK is still 415/240 volts. Peak usage times may/can bring that voltage down to 235 volts, or you may have found that voltage on a brand new housing estate, that is being supplied with new distribution TX's complying with the new voltage bands. But in the big picture, that would be the exception rather than the rule!!!

EDIT.... It is not in any of the DNOs interests to bring the distribution TX voltage tap down a peg, many of the older units are approching there output limits as it is...

I think you missed the point. I know that the voltage is still 240 volts but the maximum ZS values for the mcb's changed. In the 16th edition a max ZS for a B32 Amp mcb was 1.50 ohms, in the 17th edition a B32 Amp mcb max ZS is 1.44 ohms.

This is due to them calaculatiing the zs values using 240V in the 16th edition and 230V in the 17th. It was only so the person asking the question could fill out the maximum zs on his PIR to the 17th edition values not the 16th.
