Assuming you took your R1+R2 readings between Sw. Live and Cpc terminals, don't forget to check connections in your switches aswell.

Max R1+R2 for a 1.5mm² lighting circuit should be under 2.71Ω so that you satisfy the 90m max circuit length for Voltage Drop.
