I presume you don't mean that the internal wiring of the distribution board has been altered so that the isolator does not isolate everything within the DB?

I have seen this done before by a complete idiot, along with all sorts of other nonsense which meant half of the installation ended up needing rewired along with a new DB installed.

Was it compliant with the regs applying at the time it was installed?
Is it electrically UNSAFE today?
No problem then
How, if you want to look good to your customer, you might want to recommend an upgrade depending on the situation

Does look like there are a number of non-RCD circuits there that would require RCD protection if installed today.
2nd from the right looks like it’s for a shower.
Not sure whether RCBOs are available for that board?

Hi - noting your alarm panel in the picture and if this is HMO - your local authority can insist on electrical standards beyond the minimum requirements as part of the licence. If you are in doubt whether an upgrade is required I'd suggest contacting them for advice.
