Thanks for the offers of assistance but only Dan has permissions to create new Admins and Moderators.

The spam is getting on everyones nerves, staff included (especially), it's an ongoing problem that doesn't have an easy fix. It would still appear even if there was more staff, just for a shorter time maybe. Actually treating the problem to reduce or eliminate it would be the best thing so I'm going to contact Dan to see if there's anything else he can do in that department first.
