meter still runs after power off!!

Went to see a lady to quote for removing some sockets/lights before the builders knock down a few walls. Just like to check everything.. earthing/bonding etc and noticed that the meter was still running slowly after I switched the CU off?

Slightly off subject but Its a house in the middle of a built up area with TT, why would it have TT and not TN-C-S?

so, can you smell summat?=sense of smell
can you hear extractors goin?=sense of hearing
and if it is a grow then for christs sake dont rely on the sense of touch will you....not at some `enterprises` iv witnessed...

There are thousands and thousands of homes in built up areas up and down the country on TTs mate, I live in one myself
