Have done all of the above including Zs of all circuits through the one rack. The bonding to the bars, is non existant, but then they are nice and high up. (I can get continuity from the bars to the fittings) all fittings tested as class one, was the easy bit..
The racks are approx 6" away from the BS4343 sockets, and short industrial flexible feeders.
I am happy with the setup, and could not work out why one rack gave me different readings from the other, if both racks had given me the same result (out of limit/test) I would have been happy with that, but they differed greatly, and yet appear to be setup the same way.
Into electronics myself (radio mostly) so thought I had checked every possible setting from one rack to the other, and because the results were different, is why I asked the question.
 
To quote a phrase: It's a mystery! And I'm really surprised that you managed to get a result through the first rack in the first place.
