Went to a property and found Zs on cooker circuit to be 240 ohms (TT by the way), installed new earth rod and got it down to 86 ohms. Minor works or Elec' Install cert'?

Installing earth or main/supplementary bonding is a minor work, I guess!
 
hmmm, even at 86ohms, i would ensure that all circuits were RCD protected as there is no way you can achieve disconnection times with the MCBs. and MWC if just replacing earth rod. EIC if you are installing RCD/S.
 
'Upgrade or alteration to means of earthing' is notifiable.

The characteristics of every circuit will be changed so you could make a case for an Electrical Installtion Certificate.
 
hmm, yes. an alteration in the present characteristics of the installation. can't disagree with you there.

Minor works cert. will be ok, its not a special location or installing a new circuit.
Max. allowed reading on a TT earth rod is up to 200ohms.
Earth fault protection would be provided by 100ma TD RCD as main switch, Zs readings are not applicable to TT systems.

ALL circuits would be reqiured to have 30mA RCD protection, so the 100mA RCD would be redundant.
 
30ma RCBO/RCD would be required for majority of circuits if install was to 17th edition, which would be unlikely as most TT earthing is now changed to PME. 100ma would still be required for main switch on TT
