Minor works but not a minor works?

When connecting a new boiler into an existing switch fused connection unit and you are not modifying or extending any of the fixed circuit wiring, do you carry out the full range of tests shown on the minor works cert, with reference to a NICEIC version?

R1R2 of the circuit up to the switch fuse
I/R test of the circuit before connecting the boiler
I/R test of the circuit when the boiler has been connected at a lower test voltage 250
Or would you just do a zs @ boiler and RCD tests etc?
 
Unless the circuit is new or has recently been tested/certified by a.n.other, I'm not sure how you prove the circuit is 'safe' to connect to without doing the full MW tests! (eg if R1+R2 or Zs) proved to be excessively high which could mean an unreliable earth connection which could fail in time, leaving the boiler with no earth return in the event of a fault with boiler casing raised to 230V!
