minor works cert

After a bit of advice. A friend has had some structual building work done at his home so building control are involved.
Basically a new window which needed new steels ect. He re-decorated the room and put new socket faceplates on and changed strip light to 4 down lights. Building control have asked him for minor works certificate which he asked me to advise on. I went to have a look and there's no RCD protection on the house, bonding is in place but not upto 17th edition standard. Does he need a minor works for the sockets as all he did was change faceplates, I guess he needs cert for the light as he extended the cable and would he need rcd protection as he extended the cable for the lights. If he does have RCD or RCBO fitted would he then not need a EIC as he would have altered the characteristics of the circuit. I have advised getting RCD protection anyway but where does he stand with minor works certs.

Why would you need a MWC for changing socket fronts? Unless replacing from class2 to metal sockets. in which case it would be a good idea to test the circuit IMO.

This certificate may also be used for the replacement of equipment such as accessories or luminaries, but not for the replacement of DBs or similar items, imo that means switches, socket etc

Yes i was just reading that in GN3. I interpret that as optional TBH.

That's the problem "open to confusion" I always erred on the safe side not much of a job to issue a MNW cert is it really?

I will stick with what i wrote originally. Like for like class2 accessories then No MWC. If changing from class 2 to class 1 then it would be wrong not to test it and issue a MWC IMO.

He did change sockets to metal and while I was there I done Zs - 0.55, IR - >999 so it's all good in that respect.

Although ideally having RCD Additional protection would be better, is it actually a requirement for just changing the faceplates? The circuit has not been altered.

Faulty equipment plugged in would be just as dangerous being supplied from the old class 2 socket surely? Providing the Zs is good then the DT will be met just the same.

Not trying to be smart by the way, just want to learn thats all.
