"No less safe than the existing installation" and "can handle the additional load" would infer that alterations to circuits need not comply to 17th. For lighting bit easier if the additional light is a slave to the first.

Remember there are still developments going up that are being built to 16th edn!!!!

Bonding is a must, and write exactly what you have done, and also add recomendations to the MWC.

My guess is an earth to N fault in the damaged light fitting. This will become a problem when other devices draw large currents.
