Looks like the overload has been set to 100% flc and not 58% although its in series with the motor windings which would explain why the overload isnt operating.

If its a Star/Delta starter and dependent on the position of the overload, it is usual for the O/L to be set to 58% of full load as it is monitoring only one set of the 6 wires thus only part of the actual load been drawn. Multiplying the FLC by 0.58 give you the correct setting for the motor to give it protection to its flc.
