Maybe slightly confusing but here goes...

Have a job in a large building , the front is being used as a shop , the first and second floor as a living area , the supply into the building is 3 phase , with one phase being used to supply the shop, one phase being used to supply the living area and one phase unused .

the owner has decided to turn the large living area into two flats , she will need the current meter moving 20 meters to a communal hallway as well as another meter added in the same area to supply the second flat .

what steps do I need to take to ensure this is done correctly ?

Is it acceptable to have a meter 20 meters away from a cut out?
 
It's a three phase supply , could this not be split into 3 single phase meters ( one to supply shop and other two to supply two flats?

Sorry getting a bit confused, you said on your op that 3 phase supply with 2 single phase meter's with 1 phase spare, so where does the split of phase's come in they are split?

I would say you can, speak to DNO first, if you think about it, take a big block of flats 3phase supply not every body is with the same supplier are they.The problem you got is the meter's they have to be near cut out,without supply shift it would mean sub meter's (paygo) but then it's controlled by landlord they buy the tokens and charge tenants what they like.

That's cos they use a cabinet with DNO fuses which splits the supply into multiply supplies to feed each flat.
 
I don’t know if the DNO’s will still do it. You used to be able to have separate supplies of one head. Each supply was fused at the head, the intake for each flat has a dummy head with a link instead of fuse. The meter is then under the supervision of the tenant.

It’s always worth asking.
 
Speak to the DNO, they are going to be the ones that decide what can and can't be done as far as metering etc, is concerned. It's then up to the owner as to what she is going to do, as far as feasibility vs costs of splitting accommodation into two separate apartments/flats!!
 
Depends who is going to control the billing. If she's letting out then you could just put landlord meters in for the two flats and leave the main service where it is. Might cause an issue if she wants to sell one/both later though.
 
Cant be bothered to read your responses so far but i would run a sub main from the current meter to where you want it re positioning into an isolator. Then from here you can supply each flat/shop whatever through a meter you can install yourself. Job done for 1/4 of the price.
 
Spinks that won't allow the tenant to choose who they buy their electricity off. I wouldn't rent a flat where the landlord dictated who I bought my electricity off.

Is there gas to these flats? What's the metering arrangement like with that and the water?
 
But then that leaves one supplier to supply the building. The landlord would then need to sub meter. What if one tenant wants to buy their electricity off EDF say and the other tenant from EON. That can't happen with only one supply into the building.
You can have different suppliers on one service cable. Typical example....1 x 3 phase cable...3 x separate 1 phase meters.
Another example.......1 x 3 phase cable into Ryfield box......lets say 10 ways.......several suppliers could be involved. It's all down to the end user ( each customer.
Re blocks of flats,,,,,,yes to be so sited that all tenants have access 24/7 to their meters, consumer units and or switch fuses if sub mains used.
