New light/fan above shower

Looking for interpretation on the regs if anyone can help. I've had a handyman doing some work in an en suite and he changed a passive vent to a combined light/extractor fan, adding to the existing lighting ring. Its just to the side of the shower. Can anyone advise if this is something he should have done, or if he should have got a qualified electrician in?

If he has no electrical qualifications and is not regestered then he should not have touched this. I am sure he has not tested the work, made sure that it has rcd protection.This work is notifiable.
