Gemserve (MCS) came back and said:

In answer to your second question, the Planning Permission must be approved for before the installation can be commissioned. It is not possible to create a certificate for a system that has not yet been commissioned. You will need to check the link above to confirm if you are able to have an installation before it has been approved.

If the Certificate was issued before approval was granted, this would be in breach of Section 4.3 of the


MCS Standard MIS 3004 which states “planning permission shall be obtained before work is commenced”.

They didn't asnwer my specifc questions:
What sanctions would be applied to the installer? Who would apply them?
And
Would it affect the My RHI payments if it was proved that the certificate was issused without planning permission?

So I've asked them again :)
