Thank you for your email below. Please note that Planning Permission must be complied with regardless of being an MCS Installation or not. You may find this link useful to determine whether you require Planning Permission Microgeneration Certification Scheme - Planning Information
In answer to your second question, the Planning Permission must be approved for before the installation can be commissioned. It is not possible to create a certificate for a system that has not yet been commissioned. You will need to check the link above to confirm if you are able to have an installation before it has been approved.
If the Certificate was issued before approval was granted, this would be in breach of Section 4.3 of the
MCS Standard MIS 3004 which states “planning permission shall be obtained before work is commenced”.
