One of my recent students is currently an energy assessor. He goes round places putting letters on buildings and giving advice on energy efficiency. When we did cable calcs and the rating factor Ci came up he was quite surprised. He's never been informed on it before with the training he had received.
 
If an electrical installation is present in the loft, the insulation lads are supposed to consult with the client and explain that before the installation of insulation, the electrical installation in the loft needs to be assessed before proceeding.

I've yet to find a customer who has been consulted, they turn up chuck it in and off they go. No regulation as such so they get away with it.
