No employer to get NVQ 2356

After not being able to get an apprenticeship in north east last year i did the college course and have the qualifications 2330 level 2 + 3 ect
I now need the on site nvq to become fully qualified. I was wondering whether there was any colleges offering this since im unable to find an employer. Or any other ways i could get this certificate

where are you located what if i set up self employed but donthave the 2330 would i not be eligible to take it with you
what is the cost of doing the nvq with you
